Could it be cut back?

Not really. Dracenas are monocots, so they don't have axillary buds. What you may want to do, instead, is to cut the top off, and re-root it. You just need a fresh pot of good-quality potting soil, and some rooting hormone. Cut the plant off straight across, and dip the cut end into the rooting hormone. Push the cut end into the new soil, and firm the soil around it. Put the pot back where it was, since it was "happy" there. Keep the soil moist, and it shouldn't be too long until you have nice new roots. You may want to put a small stake in the pot and tie the plant upright until you're sure it has plenty of roots.

You'll probably just need to discard the old root ball; on RARE occasions they will sprout new leaves, though, so it can't hurt to try if you want to.

Good luck!
Reply:I have a couple... every time they get over-tall, I cut them off where I'd like them to start again.... plant the top in the pot, and keep a light mist on the cut trunk and I get sprouts there, too.. sometimes one, sometimes two and on the odd occasion, three!!!.... I wouldn't toss the old trunk and root ball, but keep it moist , warm and misted and watch the new sprouts come.....in fact, if it's very tall, you can cut out a section and if you plant it, being sure to keep what's UP, UP, then you can get another sprout out of that one, too!... it takes a while, so don't give up.... I have cut some in fall and had them sprout by spring.... other times, like in spring, they'll be going before I bring them back inside in the fall.....
