Yes to cats, Dracaena's have a very toxic root system, and in late fall, the leaves become highly toxic. Cats seem to get a nervous tremor from eating it, like epilepsy.

I dont think dracene is dangerous to animals. the animals have a special scent maybe they would bite the plant but if it is poisonous they will let it down. U can keep ur plant in good shape and take care of it.
